The Owens Valley communities of eastern California and their battles with the city of Los Angeles concerning water rights is a classic example of territorial conflicts. Walton presents a historical and sociological study of this largely unsuccessful battle in a community in which violence, rebellion, political activity, and state domination have been a fact of life since 1920. Walton guides the reader through conquest of Native Americans in the Owens Valley, the building of a pioneer economy, conflicts among ethnic groups and social classes, and the struggle to regain their lost dignity through collective action. His analysis shows how the expansion of a state's administrative and coercive power can undermine the autonomy of a local community by placing it in the hands of politicians, bureaucracies, and those with privileged access to state agencies. This book should be required reading for small communities involved in turf wars with nearby urban areas.

Hegemonic/White/Imperialist Narrative of the Owens Valley

This book provides a detailed timeline of events that pertained significant to white settlers in the Owens Valley 1855-1970s. Uses paternal rhetoric when discussing Paiute/Shoshone experiences after pioneers appeared in the valley, mainly focusing on occupational standings of Paiute/Shoshone. Whitewashes history with claiming that the white pioneer narrative is the main resistance again the building of aqueducts and reservoirs in the valley in the 1900s-1930s. Does not fully develop the concepts of the pioneers being the military-industrial complex, and the complicity between the City of LA, the Owens Valley/Inyo county, and the Federal government. Fails to use the words slavery and genocide when discussing the impact of the pioneer settlements in the valley. It is possible to sift through this book, to pick out the the Paiute/Shoshone had an extensive network of engineered aqueduct ditches to farm the valley, that the mining attracted an international community, and the genocides of American imperialism.

Los Angeles - Owens Valley water wars told with accuracy. Very readable and informative. A story of David and Goliath where David fights valiantly, but the Los Angeles Goliath wins.
